Job Description
Project Manager Services to Special Operations Command (SOCOMD). This requirement
consists of one specialist ICT Project Manager to supervise and work on classified ICT
projects within SOCOMD's internal ICT systems.
Skills and experience required:
The ICT Project Manager will be expected to have, at a minimum, the skills and experience
necessary to meet the specified SFIA levels, as well as the following skills and experience:
a. Recognised Project Manager qualifications and proven experience managing ICT
projects;
b. ICT architecture design;
c. Business analysis;
d. Working in an ICT service management framework;
e. Excellent written and oral communication skills; and
f. Procurement and finance management.
The ICT Project Manager shall:
a. Define, document and carry out small projects or sub-projects (typically of approximately 6 to 12 months duration and less than approximately $10 million dollars, within budget, including interdependency with other projects).
b. Manage projects (including supervising other personnel working within the SOCOMD
environment as required by the Commonwealth) to the satisfaction of the
Commonwealth and to meet the objectives in this SOW, as well as the priorities and
requirements established by the Commonwealth.
c. Apply subject to the Commonwealth's approval, appropriate project management
methods and tools whether predictive (pan-driven) approaches or adaptive
(iterative/agile) approaches.
d. Identify, assess and manage risks to the success of projects.
e. Lead user engagement to define requirements and agree project approach with
stakeholders, managing stakeholder involvement as appropriate.
f. Source and manage vendors and account managers for the provision of ICT goods
and services required by the Commonwealth, including to assist the Commonwealth to
define the costs for the engagement of any such vendors, define a business case and
detail the time, cost and sourcing requirements for projects.
g. Develop and maintain project documentation and procedures including:
(i) Baseline management products as specified in section 3.1 below;
(ii) project reports as specified in section 3.1 below;
(iii) Project records;
(iv) Project procedures; and
(v) Configuration management strategy.
h. Carefully monitor and manage costs, timescales and resources used
Location and Contract Term: The role is based in Canberra. 3 year contract. Start date negotiable.
Security Requirements: Top Secret Positive Vetting (TSPV) security clearance required.
SFIA security level required: The Specified Person will be expected to demonstrate attributes of SFIA Level of Responsibility 6.
