Job Description

Seeking a  IT Systems Analyst

Digital Communication and Identity Services (DCIS) is a branch focused on improving and developing future platforms that provide identity, authentication and authorisation services. The branch works with other government agencies to develop Whole of Government solutions.

About the Team:

The Digital Identity Services (DIS) portfolio develops, maintains and supports critical identity, authentication and authorisation applications. The teams are delivering on digital initiatives like myGov integration, Relationship Access Manager (RAM) and Access Manager, as well as whole of government relationship and authorisation solutions. DIS portfolio has a suite of technologies like .NET/SQL, Java, cryptographic software as well as new generation technologies like Angular and .Net Core. Our products have multiple integrations across government including services like Document Verification Service (DVS), Facial Verification Service (FVS), and new GovPass exchange.

The DIS portfolio is an automated DevOps model in self-contained, multidisciplinary scrum teams. All products in the portfolio are at slightly different maturity levels in this process and working to align to the strategic end goal set out.

Our Ideal Job Seeker:

• Minimum of 5 years’ experience as a IT Systems Analyst

• Experience in gathering and writing functional and non-functional requirements

• Practical experience in using Enterprise Architect (EA) Sparx or equivalent modelling and design tools

• Have knowledge of software development and web technologies

• Creative thinker with a vision and attention to detail

• Past experience working on a mobile app development project highly desirable


Role Requirements:

• Help mentor junior analysts as a senior system analyst

• Providing vision and direction to the scrum teams as well as product owner

• Ensure that the team always has an adequate amount of prior prepared tasks to work on

• Work with the product owner to plan and prioritize product feature and product backlog and development for the product

• Establish acceptance criteria in collaboration with the Scrum team

• Lead the creation of new functional and non-functional requirements for the system

• Provide backlog management, iteration planning, and elaboration of the user stories

• Help with the planning product release plans and set expectation for delivery of new functionalities

• Provide an active role in mitigating impediments, that are impacting the team’s ability to reach their sprint goals

• Ability to identify, differentiate and extract technical and functional requirements based on use cases and user stories

• Ability to create and maintain documentation such as operational guides, UI design specifications, test cases, system and program documentation

• Skills to act as an interface between business functions, technology and build teams

• Ability to adopt and work in a scrum based agile methodology to multi-task and deliver rapid analysis

• Demonstrated effective written and verbal communication skills with internal and external stakeholders

• Support product owners by creating product backlog items(PBI)s and writing acceptance criteria

• Communicate the product owners needs to the development teams

• Contribute to the production of systems documentation that clearly articulates the design intent, user experience, systems and business processes, issues and risks • Running training sessions and workshops on system processes • Be accountable for undertaking testing of specified IT solutions to support quality assurance measures

• Work collaboratively, develop own expertise and build the skills of others through knowledge transfer to achieve business outcomes.

Location and Contract Term:

Canberra Based – 6 Month Contract with 3 x 12 months extension options

Security Requirements:

Must be an Australian Citizen. Ability to obtain Baseline Security Clearance is required
