Work Hours: 8 hours per day, 40 hours per week, between the core hours of 8.00am and 5.00pm, Monday to Friday
The Legislative drafter is responsible for the following deliverables:
Under limited supervision:
draft non-complex and complex legislative and non-legislative instruments;
prepare drafting-related or general advice;
provide legal-policy advice in relation to the preparation of regulations under the Act and other legislative and non-legislative instruments.
As appropriate apply precedents and plain English drafting techniques to produce drafts that are clear, accurate and legally effective paying close attention to details.
Under limited supervision, give general advice to officers in relation to legislative procedure and policy, based on a sound understanding of the legislative process.
Carry out legal research.
Work collaboratively and dynamically to progress the performance of the legislative drafting function, promote strategic direction and demonstrate client's values.
As a subsidiary role, working with officers on instructing the Office of Parliamentary Counsel on the drafting of regulations, to ensure that technical policy takes account of legal risks and issues and that drafting instructions are appropriate;
Promote workplace safety, equity and diversity and participative management and environmental management practices in the workplace.
Must be an Australian citizen or a permanent resident.
National Police Check is required prior to commencing work.
The candidates must demonstrate they meet the following mandatory qualifications and/or experience:
Tertiary qualifications in law and admission as a legal practitioner of the High Court or a Supreme Court of a State or Territory.
Demonstrated extensive experience and knowledge of legislative drafting.
Knowledge of the legislative process including the operation of the Legislation Act 2003.
Excellent attention to detail.
Demonstrated experience in providing effective legal advice and assistance to non-legal managers and staff in a complex technical context, including demonstrated analytical and conceptual skills to solve complex legal problems.
Highly developed interpersonal and (written and oral) communications skills with an ability to prepare and present complex recommendations and briefings that will influence decision makers.
Demonstrated or sound understanding of the machinery of government, the policy process and key legislation.
Understanding of Australia’s civil aviation legislation.
