The position offers keen individuals an opportunity to apply their procurement and program management skills in a collegiate area where autonomy and self-direction is encouraged but support is always available. The job will include:
- procuring program operators to undertake surveillance activity, from initial approval to contract execution;
- managing all aspects of the surveillance contracts, including:
- drafting the contracts, particularly the contract schedules;
- liaising as necessary with the Section’s financial business partner, legal advisers, procurement advisers;
- monitoring the provision of contact deliverables and arranging their acceptance by the delegate;
- making the requisite payments, where applicable;
- acting as first point of contract for program partners in relation to contract issues;
- preparing financial and procurement reports for internal stakeholders;
- ensuring compliance with CPRs, PGPA Act, and agency policies;
- arranging variations, extensions, closures or new contracts as circumstances dictate;
Skills and Experience Required:
- Experience in managing complex procurement projects and programs.
- Familiarity with government panels.
- Familiarity with various contracting platforms including Panel Orders and Requests for Quote, Commonwealth Contracting Suite contracts and standard in-house Departmental contracts.
- Sound knowledge and experience of the Commonwealth Procurement Rules
- Strong mentoring capabilities to guide internal stakeholders through procurement phases
- Some familiarity with routinely occurring contract issues such as IP, licences, specified personnel, Indigenous procurement policies, conflict of interest, etc.
- Coordination and documentation of procurement deliverables.
- Ability to provide strategic program management advice and workflow improvement
- Experience with procurement-related elements such as Departmental financial delegations; SAP and Concur contract registration and financial payment tools; and program reporting systems such as Altus
- Ability to think beyond standard procedures and contribute to strategic procurement outcomes
- Ability to work independently, without supervision where appropriate.

Location and Contract Term: This role is based in Canberra. Contract till December 2026 with 1 x 12-month extension option pending budget and delegate approval.
