About the Role
The Commercial & Financial Analyst will provide independent commercial and financial analysis to support government decision‑making for major tender evaluations. You will assess financial viability, affordability and value for money across industry responses and contribute expert insights to business cases, submissions and investment proposals.
This role is central to improving the quality, transparency and auditability of financial assumptions and evidence used to inform senior executives and government delegates.
Responsibilities
- Develop and contribute to procurement documentation
- Manage and support major FMS Case acquisitions
- Conduct detailed financial evaluations of tender responses, including accounting practices, costing methodologies and cost elements
- Normalise costs and assess labour/material inputs against legacy and benchmark data
- Prepare financial evaluation reports for TEWG and SER processes
- Manage commercial assessments of delivery, contracting and pricing models
- Undertake option analysis and comparative financial assessments
- Validate cost estimates, benefits and underlying assumptions
- Conduct risk, return and affordability analysis aligned with public sector guidance
- Undertake market analysis and benchmarking
- Prepare clear, decision‑ready advice for non‑technical audiences
- Contribute to business cases, Cabinet submissions and internal decision papers
- Develop financial models with transparent assumptions and methodologies
- Produce commercial and financial analysis reports and recommendation papers
- Provide executive‑level briefings, negotiation support and re‑pricing advice
- Participate in project review meetings, working groups and ad‑hoc engagements
What You Will Bring
- Demonstrated experience with major FMS Case acquisitions
- Strong commercial and financial analysis capability within major government acquisition programs
- Advanced financial modelling skills and analytical rigour
- Experience supporting government investment or procurement decisions
- Ability to present complex financial information clearly and succinctly
- Knowledge of public sector frameworks and value‑for‑money principles
- Understanding of DPM guidance and evaluation methodologies
- Relevant professional qualifications (CA, CPA, CFA)
- Ability to meet deadlines and deliver high‑quality outputs
- Strong communication skills and confidence engaging senior stakeholders
