The Scrum Master / Delivery Manager will enable consistent ways of working across hybrid agile delivery (Scrum/Kanban) and any dependent waterfall processes, supporting Product Owners, technical leads, architects, cyber security and service management stakeholders to deliver outcomes to time, quality and compliance.
Key Responsibilities:
• Lead and facilitate agile ceremonies (daily stand-ups, sprint planning, backlog refinement, reviews and retrospectives) and ensure actions are completed.
• Establish delivery cadence, working agreements, Definition of Ready/Done, and lightweight governance suitable for a regulated government environment.
• Partner with Product Owners, technical leads and architects to shape and maintain prioritised backlogs for Microsoft 365 and related platform work (e.g., Teams, SharePoint, OneDrive, Exchange, Endpoint Manager, Purview, Security Centre, licensing).
• Plan and track delivery across sprints/releases, including milestones, dependencies, critical path, risks, issues and impediments; proactively remove blockers.
• Coordinate delivery across internal teams and external suppliers, ensuring clear outcomes, responsibilities, and integration points.
• Drive delivery reporting and transparency (burn-up/burn-down, throughput, forecasts, RAID logs, status reports) for both technical and non-technical stakeholders.
• Support transition activities including service readiness, operational handover, documentation completion (HLD/LLD, runbooks/SOPs, as-built), and change/release planning.
• Ensure delivery aligns with cyber security, compliance, and assurance requirements, escalating where delivery risk impacts security posture.
• Coach team members and stakeholders on agile delivery practices and continuous improvement in a hybrid delivery environment.
• Other tasking as required by the Program.
Skills and Experience Required:
- 1.Coordination of Cross-Functional Technical Teams and Stakeholders Evaluate the effectiveness in coordinating and integrating cross-functional technical resources (e.g., Microsoft 365 engineering, external suppliers) and ensuring clear outcomes, responsibilities, and integration points. This includes partnering with Product Owners, technical leads, and architects to shape and maintain prioritised backlogs for Microsoft 365 and related platforms, as well as aligning delivery with both internal teams and external suppliers.
- 2.Agile Delivery Leadership and Facilitation Assess the ability to establish and sustain effective agile delivery practices, including leading and facilitating all core agile ceremonies (daily stand-ups, sprint planning, backlog refinement, reviews, and retrospectives). This includes ensuring completion of agreed actions, fostering team collaboration, and embedding delivery cadence, working agreements, and the Definition of Ready/Done. The criterion should also consider the candidate’s capability to coach team members and stakeholders on agile practices and drive a culture of continuous improvement suitable for a regulated government environment.
- 3.Governance, Compliance, and Delivery Reporting Measure the ability to implement and maintain lightweight governance frameworks appropriate for a regulated government context. This includes ensuring all delivery activities align with Australian Government cyber security, compliance, and assurance requirements. The criterion also covers the accuracy and transparency of delivery artefacts and reporting (e.g., burn-up/burn-down charts, throughput, forecasts, RAID logs, status reports) for both technical and non-technical stakeholders, and the proactive escalation of risks or issues impacting security posture
- 4.Service Readiness and Operational Handover Management Assess capability in supporting and coordinating all aspects of service readiness and operational handover. This includes planning and tracking delivery across sprints/releases (milestones, dependencies, critical path, risks, issues), removing blockers, and ensuring completion of operational documentation (HLD/LLD, runbooks/SOPs, as-built), as well as managing change/release planning and supporting the program’s transition activities to business-as-usual operations.
Location and Contract Term: This role is based in ACT. 12-month contract with 2 x 12-month extension options pending budget and delegate approval.
