About the Role

An exciting opportunity exists for a Disconnected Specialist to design and deliver mobile and field-operable digital solutions that function reliably in environments with limited, intermittent, or no network connectivity. This is a long-term, multi-year contract offering exposure to cutting-edge technology and the chance to work with multidisciplinary teams on internationally significant projects.

Key Responsibilities

  • Lead the design, build, and enhancement of mobile and offline-capable digital applications using modern front-end and cross-platform technologies.
  • Deliver offline-first capabilities including synchronisation logic, secure local storage, data-integrity management, and conflict-resolution patterns.
  • Optimise applications for use in field conditions, including low-bandwidth networks, intermittent connectivity, harsh environments, and device constraints.
  • Ensure solutions meet government privacy, security, and data-protection requirements for mobile devices operating outside secure networks.
  • Partner with UX teams to design mobile experiences that remain functional and intuitive during connectivity drops.
  • Implement responsive design and accessibility standards consistent with WCAG 2.1 AA and international digital service standards.
  • Develop and maintain robust APIs, caching strategies, and service-worker patterns to support mobile edge scenarios.
  • Conduct performance tuning on mobile and offline-capable applications to ensure fast load times, efficient local storage usage, and reliable sync cycles.
  • Participate in architecture and design discussions, advising on mobile and offline technical direction and patterns.
  • Perform code reviews, implement automated testing for mobile and front-end components, and support CI/CD deployment pipelines.
  • Mentor developers in mobile development, offline patterns, and secure field-ready application practices.
  • Provide technical support for field-based testing, pilot deployments, and troubleshooting real-world mobility scenarios.
Required Skills and Experience

  • Australian Citizenship and AGSVA Baseline Security Clearance required; NV1 Clearance preferred.
  • Strong experience developing mobile or cross-platform front-end applications using technologies such as React Native, Flutter, or responsive web frameworks.
  • Demonstrated capability delivering offline-enabled or low-connectivity applications, including use of service workers, local caching, IndexedDB or secure device storage, and sync engines.
  • Experience working with device capabilities such as GPS, camera, sensors, secure keystores, and mobile OS permissions.
  • Understanding of mobile security, including device hardening, secure local data storage, encryption, authentication, and MDM/MAM practices.
  • Proven ability to build resilient user interfaces that degrade gracefully during connectivity loss.
  • Experience with RESTful APIs, message-based integration, and designing for constrained or intermittent networks.
  • Strong skills in debugging mobile performance issues, memory usage problems, and sync failures.
  • Experience writing automated tests for mobile applications and supporting CI/CD workflows.
  • Ability to work independently, manage complex problems, and provide technical leadership and guidance.
  • Strong communication skills, with experience collaborating with product owners, field users, designers, and backend engineers.
Desirable Skills

  • Experience developing applications for remote, regional, or tactical field operations.
  • Knowledge of secure mobility frameworks used in government or regulated environments.
  • Experience integrating with cloud-native architectures and edge-computing patterns.
  • Understanding of accessibility needs in mobile-first and field-ready applications.
