About the Role
An exciting opportunity exists for an HRM – Force Elements Specialist to provide high-level expertise in workforce structure, capability development, and force element planning. This is a long-term, multi-year contract offering exposure to strategic HR projects and the chance to work with multidisciplinary teams on internationally significant initiatives.
Key Responsibilities
- Lead the development, coordination, and maintenance of force element structures, workforce models, and capability frameworks.
- Provide specialist advice on workforce composition, role design, skills requirements, and future capability needs.
- Analyse workforce data to identify trends, risks, and resourcing gaps affecting operational or organisational readiness.
- Support strategic workforce planning, including long-term supply and demand modelling for critical roles.
- Contribute to the design and implementation of HR policies, systems, and processes relating to workforce capability and deployment.
- Work collaboratively with operational leaders, HR business partners, and external stakeholders to align staffing and capability with organisational priorities.
- Prepare high-quality reports, briefs, and recommendations for senior management and governance forums.
- Lead or contribute to projects relating to workforce transformation, organisational design, or capability uplift.
- Ensure compliance with relevant legislation, public sector standards, workplace relations frameworks, and organisational policy.
- Mentor and guide junior HR staff and contribute to a positive, inclusive team environment.
- Strong understanding of workforce planning, organisational design, and capability modelling.
- Ability to interpret complex workforce data and produce actionable insights.
- High-level communication skills, including the ability to influence and negotiate with senior stakeholders.
- Strategic thinking and the ability to anticipate future workforce needs.
- Experience leading or contributing to HR transformation or large-scale workforce projects.
- Understanding of Australian public sector governance, legislation, and employment frameworks.
- Strong problem-solving and decision-making skills.
- Extensive experience in human resources, workforce planning, organisational design, or a related field.
- Tertiary qualifications in Human Resource Management, Business, Public Administration, or a related discipline (or equivalent experience).
- Experience in a complex, operationally oriented organisation (defence, emergency services, large public sector agency, or similar) is desirable.
- Demonstrated experience working with HR information systems, data tools, and analytic platforms.
- Australian Citizenship is required, and an AGSVA Baseline Security Clearance is mandatory. NV1 Clearance is preferred.
- Long-term, multi-year contract with extension potential.
- Work on internationally significant workforce and capability transformation projects.
