This position is based in the CapSTAR Program Management Office and will focus on the change activities required to support the program of work, including changes to business processes, systems and technology, positions and organisation structures. The primary responsibility will be creating and implementing change management and communication strategies and plans for a number of projects across the program. These artefacts will need to align and support our overall delivery, benefit realisation and the achievement of project outcomes. In addition to supporting the CapSTAR program, the Organisational Change Manager will contribute change management and communication capability to the broader Division where required. This may include supporting divisional initiatives, cross‑program priorities and whole‑of‑division change activities to ensure alignment, consistency and effective adoption of ICT‑related changes across the department.
Key responsibilities will be:
- Prepare Communication Plan and Strategy for projects that supports delivery of the program
- Develop change management plans for key initiatives that acknowledges the different aspects of the change process – analysis, plan, implementation, communicate and other associated change considerations.
- Develop change management processes and tools to support the integration and engagement with change management principles.
- Work collaboratively with the key stakeholders to design and assist with the implementation of our change plans.
- Work with autonomy where needed, exercising sound judgement and decision making about the design and planning of communication and change requirements.
- Provide advice on change activities to a wide range of stakeholders.
- Build and maintain a network of stakeholders within and outside the division.
- Represent ISD at communications forums, and any other departmental communication networks/communities.
- Develop and prepare quality written communication reports on progress and outcomes of communication and change initiatives.
- Consult and coach project teams on change management.
- Adhere to all organisational policies, procedures, standards and practices.
- Act only in ways that advances the objectives, values and reputation.
- Other duties, consistent with skills and experience, as directed by the Director.
- A minimum of seven (7) years’ experience delivering organisational change management and communications initiatives.
- At least three (3) to five (5) years’ experience applying change management and communications practices within an ICT‑focused environment.
- Demonstrated operational and professional experience in communications roles within the APS.
- Training and/or experience in leading organisational change management activities.
- Strong self‑motivation, drive and ability to deliver outcomes independently and as part of a team.
- Highly effective negotiation and communication skills, with the ability to present complex information to a variety of audiences.
- Proven ability to develop and sustain complex customer, business and stakeholder relationships.
- A highly developed capability to manage multiple competing priorities and deliver quality outcomes.
Essential criteria
1.Related Skills and Experience
• Have extensive operational and professional skills in Organisational Change Management and Communications roles in the APS
• Have training and/or experience in leading change management activities
• A minimum of seven (7) years’ experience delivering organisational change management and communications initiatives
• At least three (3) to five (5) years’ experience applying change management and communications practices within an ICT‑focused environment.

Contract: 6 Month Contract
Security Required: Baseline Security Clearance required
Location- Canberra and Hybrid based - Flexible working arrangements are available in line with department policies.
