Our client is a high-profile Australian Government organisation operating within the national security and intelligence domain. They play a critical role in protecting Australia’s interests through the delivery of advanced technology, cyber capability and intelligence systems.
The organisation is undertaking significant ICT and capability uplift initiatives and is seeking experienced change professionals to support the successful adoption of complex enterprise systems in a highly sensitive, mission‑critical environment.
About the Role
We are seeking Organisation Change Managers to support large-scale ICT products within a national intelligence program. Working closely with program teams, stakeholders and end users, you will lead the people side of change to ensure new capabilities are effectively embedded and sustained.
This role focuses on business readiness, stakeholder engagement and adoption of new technologies, processes and ways of working. You will operate at a senior level, providing strategic change advice while also delivering hands-on change activities.
Key responsibilities include:
- Developing and executing end-to-end change management and business readiness plans
- Leading stakeholder engagement across diverse groups with varying change maturity
- Driving communication, training and engagement activities to support adoption
- Identifying, managing and mitigating change-related risks and resistance
- Monitoring and reporting on readiness, adoption and operational impacts
- Building and mentoring Change Champions to support cultural and behavioural change
- Documenting change artefacts and ensuring effective knowledge transfer
- Continuously improving change practices and applying contemporary change frameworks
The ideal candidate will be a seasoned change professional with proven experience delivering change in complex ICT environments.
You will bring:
- Demonstrated experience as an Organisation Change Manager operating at a senior level
- Strong understanding of change management principles, business readiness and impact assessment
- Proven ability to engage, influence and lead diverse stakeholder groups
- Experience delivering change for large, complex technology programs
- Well-developed communication skills and the ability to translate technical change into business outcomes
- Familiarity with SFIA skills including CIPM (Level 5), PROF (Level 5), TECH (Level 5) and RLMT (Level 4)
- Experience working within intelligence, defence or similarly regulated environments (highly regarded)
Candidates must also be willing to undergo an Organisational Suitability Assessment (OSA) prior to engagement.

Location: The role is based in Canberra ACT.
Contract terms: 12 months from commencement date, plus 2x 12 month extensions
Experience Level: Senior – EL1 Equivalent
Security Requirements: Current Top-Secret Positive Vetting (TSPV) security clearance is strongly preferred, however candidates who have held a TSPV in the previous 12-month period (which has since been downgraded) may be considered. An OSA(Organisational Suitability Assessment) will be required for this position.
