Program Manager

The Role:

You will work with senior stakeholders across business areas, architecture, security, risk, and delivery partners to coordinate multiple workstreams, align dependencies, and keep delivery focused on outcomes, benefits, and sound governance.

Key Responsibilities:

•       Lead end-to-end program delivery planning across multiple workstreams, including integrated schedule, milestones, dependencies, and critical path.

•       Stand up and run program governance rhythms, including steering committee support, delivery forums, action tracking, and decision briefs.

•       Establish and maintain program controls: RAID, issues escalation, change control, quality management, and delivery assurance

•       Manage program financials, forecasting, and reporting, including vendor costs, partner mobilisation, and budget tracking against approved funding.

•       Coordinate procurement and vendor engagement activities, including evaluation planning, stakeholder inputs, probity-aligned processes, and transition to delivery.

•       Oversee delivery partner management (SI or consultancies), including onboarding, deliverables tracking, performance management, and commercial guardrails.

•       Drive stakeholder engagement across business, technology, and enabling functions, translating complex delivery constraints into clear options and recommendations.

•       Coordinate benefits tracking and reporting, ensuring delivery supports measurable operational value and capability uplift.

•       Ensure delivery aligns to agency risk, security, privacy, accessibility, and automated decision-making obligations as applicable.

•       Uplift program and project management capability by embedding fit-for-purpose delivery governance, disciplines, and ways of working.


Skills and Experience Required:  

•       Significant program management experience delivering complex, multi-stream technology-enabled programs in government agencies or highly regulated organisations (e.g. digital, cyber, cloud, infrastructure or enterprise platforms).

•       Demonstrated ability to establish and uplift program governance, controls, and executive reporting, including fit-for-purpose forums, assurance, and status reporting.

•       Experience leading large cross-functional delivery teams across internal and external resources, with clear accountability for outcomes.

•       Strong delivery experience across risks, issues, dependencies and change impacts.

•       Proven capability in financial management for programs, including forecasts, benefits tracking, and reporting.

•       Experience supporting or leading procurement-related delivery activities (planning, evaluation coordination, transition-to-delivery).

•       Excellent written and verbal communication skills, including brief-writing for senior executives and facilitation of governance forums.

Desired:

•       Experience delivering digital transformation programs managing budget portfolios over $50M+.

•       Experience in public sector or highly regulated delivery environments, including governance, assurance, and compliance expectations.

•       Relevant certifications such as PRINCE2, MSP, PMI/PMP, SAFe, Agile/Scrum (or equivalent).

Required:

•       Proactively identifies delivery risks and constraints and proposes practical options within organisational guardrails.

•       Strong problem-solving and ability to operate in ambiguity while maintaining momentum and stakeholder confidence.

•       Comfortable working across hybrid delivery approaches (Agile and waterfall) and integrating multiple teams into a coherent plan.

•       High integrity and sound judgement, with a track record of managing probity, risk, and sensitive stakeholder dynamics.

•       Collaborative, calm under pressure, and able to influence without authority.

 

Location and Contract Term: This role is based in the Canberra, Adelaide, Melbourne, Brisbane or Sydney.  12-month contract.

Security Requirements: Applicants must be Australian Citizens and hold a baseline security clearance
