Senior ICT Procurement Officer

The Role:

The Senior ICT Procurement Officer is critical to maintaining operational continuity and delivering strategic ICT outcomes. The Department is seeking to engage an experienced Senior ICT Procurement Officer with:

  • Specialist expertise in government procurement and a strong understanding of the Commonwealth Procurement Rules (CPRs) and the Public Governance, Performance and Accountability Act (PGPA Act)
  • Technical proficiency in TechnologyOne and experience working with Digital Transformation Agency Panel arrangements.
  • Continuity and capability uplift, reducing reliance on external contractors in the long term.
  • Efficiency gains, avoiding costly delays and duplication of effort during peak demand periods.
 

Primary Duties:  
  • Lead and manage ICT procurement activities in accordance with the CPRs and PGPA Act, ensuring compliance, probity, and value for money.
  • Clear the existing backlog of procurement activities and contract renewals to ensure continuity of ICT services.
  • Manage increased procurement workload during peak periods, maintaining quality and timeliness under pressure.
  • Provide guidance and support to APS staff, contributing to procurement capability uplift through knowledge transfer, mentoring, and process improvement.
  • Cover resourcing gaps caused by staff on parental leave, ensuring continuity of procurement operations and team support.
  • Collaborate with stakeholders and the broader department to understand business needs and deliver fit-for-purpose procurement solutions.
  • Negotiate and manage ICT contracts, monitor supplier performance, and ensure compliance with contractual obligations.
  • Maintain accurate procurement records and contribute to reporting, audit readiness, and continuous improvement initiatives.
  • Stay informed of changes to procurement legislation, policy, and industry trends, and apply this knowledge to uplift procurement capability within the team.
 

Skills and Experience Required:
  • Extensive experience applying the Commonwealth Procurement Rules (CPRs) in ICT procurement
Demonstrated ability to manage complex ICT procurement activities in full compliance with the CPRs, including open tender, limited tender, and panel arrangements. Proven track record in achieving value for money, maintaining probity, and ensuring transparency throughout the procurement lifecycle.

  • Strong understanding of the Public Governance, Performance and Accountability Act (PGPA Act)
Comprehensive knowledge of the PGPA Act and its application to procurement decision-making, financial accountability, and risk management. Experience ensuring procurement activities align with broader public sector governance and performance requirements.

  • Proven capability in developing and managing ICT procurement documentation and contracts
Extensive experience preparing procurement documents such as approach to market (ATM) packs, evaluation plans, and contract management frameworks. Skilled in negotiating ICT contracts, managing vendor performance, and ensuring contract compliance and reporting obligations are met.

  • Effective stakeholder engagement and cross-agency collaboration:
Demonstrated ability to work collaboratively with internal clients, legal advisors, finance teams, and external suppliers to deliver procurement outcomes that meet business needs and government objectives. Experience facilitating procurement planning workshops and managing stakeholder expectations.

  • Analytical and strategic thinking in procurement planning and execution:
Ability to assess market conditions, identify procurement risks, and develop mitigation strategies. Skilled in evaluating supplier proposals, conducting financial and technical assessments, and providing strategic advice to senior executives.

  • Excellent communication and advisory skills
                 Strong written and verbal communication skills, including the ability to prepare clear and concise procurement reports and recommendations. Experience advising senior stakeholders on procurement strategy, compliance, and risk.

 

Location and Contract Term: This role is Canberra based .  12-month contract.

Security Requirements: Applicants must be Australian Citizens and hold a baseline security clearance.
