About the Role
We are seeking an experienced Senior Project Manager with demonstrated Government procurement experience to lead the development and delivery of a significant approach to market (ATM) for a major Commercial Off-The-Shelf (COTS) technology solution.
Working within a multidisciplinary program team, you will play a critical role in planning, organising, and delivering a high-profile Request for Tender (RFT). You will ensure procurement activities align with legislative, policy, governance, and operational requirements while engaging stakeholders across business, technology, procurement, and executive leadership functions.
Role Responsibilities
- Lead the planning, development, governance, and delivery of a comprehensive suite of approach to market documentation and procurement artefacts for a major business-critical COTS solution.
- Develop and maintain an integrated project plan aligned with broader program objectives.
- Manage procurement resources and coordinate the development of all required ATM documentation.
- Lead and supervise a team of up to seven procurement specialists.
- Ensure procurement documentation is complete, accurate, compliant, and fit for purpose.
- Oversee quality assurance, review, and approval activities across procurement deliverables.
- Facilitate market engagement activities and stakeholder consultations.
- Drive consistency across procurement documentation, governance processes, and evaluation methodologies.
- Manage project scope, schedule, milestones, reporting, risks, dependencies, and governance obligations.
- Coordinate procurement evaluations and support contract formation and negotiation activities.
- Deliver value-for-money outcomes while maintaining compliance with Government procurement frameworks.
- Demonstrated experience managing at least three large-scale approaches to market for COTS solutions within a Government environment.
- PRINCE2 Practitioner certification with knowledge of Managing Successful Programmes (MSP).
- Proven experience developing integrated project management plans and delivering complex projects in highly governed environments.
- Strong understanding of project governance, reporting, risk management, and dependency management.
- Advanced knowledge of Government procurement frameworks, processes, and sourcing strategies.
- Experience leading complex procurement activities and market approach initiatives.
- Proven ability to coordinate procurement evaluations and support contract negotiations.
- Strong stakeholder engagement, negotiation, communication, and leadership skills.
- Experience managing multidisciplinary teams and working effectively within complex organisational environments.
- Ability to balance strategic objectives with operational delivery requirements.
- Long-term contract opportunity through to June 2027 with potential extension options.
