The Role:
The Department makes government services simple so people can get on with their lives. Our goal is to make it easier to engage with the services that Australians rely on. To achieve this goal, we are transforming the way we work to deliver a simple, helpful, respectful and transparent experience for customers. The Telecommunications Services Programme (the Programme) will define, procure and implement the next generation of telecommunications services for the Department and partner agencies. The Programme will replace core telecommunications capabilities with modern technology and ensure service continuity for core platforms. It will also underpin the future state set out in the Agency’s digital strategy and Master Plan by 2025. The scope of the programme includes replacing existing data network capabilities, including Local Area Network (LAN), Wide Area Network (WAN), Wireless Local Area Network
(WLAN), internet carriage and management services across locations throughout Australia (including metro and remote), provided over infrastructure including Fibre, Satellite, Wireless, In-building. To ensure we are successful, the Programme is seeking a strong, experienced Senior Infrastructure Specialist / Technology Architect to bring together the requirements of the Programme to enable the transition from existing to new arrangements.
Key Duties:
• Undertake a current state assessment of the agency’s processes and systems.
• Document the current Infrastructure/Carriage architecture.
• Undertake market research and analysis on solutions in the market.
• Provide expert technical advice, support, recommendations and best practices.
• Define and manage data carriage requirements to be included in an approach to market / RFQ.
• Assist in preparing materials for the RFQ (Request for Quote).
• Evaluate vendor responses to the RFQ.
• Participate in the planning, design, build and test of the new carriage solution.
• Build strategic relationships with internal and external stakeholders.
• Proactively share knowledge and expertise as the subject matter expert, and provide assistance and mentorship to less experienced colleagues.
• Oversee and prepare a range of technical documentation, reports, and templates.
• Negotiate, engage and manage relationships with other agencies and service providers to support delivery programme outcomes.
• Encourage innovation, continuous improvement and manage and support change.
• Resolve highly complex and sensitive technical issues.
• Ensure project deliverables and milestones are met on time and within budget.
• Identify and monitor risks, develop mitigation strategies and escalate issues as appropriate.
• Proactively share knowledge and expertise as the subject matter expert, and provide assistance and mentorship to less experienced colleagues.
• Collaborate with a broad range of internal and external stakeholders to achieve project outcomes.
• Attend interagency meetings and forums to influence business outcomes and share information.
• Assist in the development and implementation of strategies, operational policy and procedures and change initiatives.
Skills and Experience Required:
IT-Telecommunications Solution Engineer: Knowledge and understanding of:
• Frameworks, legislation, policies, procedures and information management requirements relevant to the work area.
• The agency’s privacy, ethics, workplace health and safety and security protocols.
• Relevant business systems and tools. Deep understanding of Network infrastructure including: • Enterprise WAN, LAN, W-LAN • Branch / Campus: o Firewalls / Gateways o Routers, Switches • Large Scale, multi-site, multi-location (metro and remote) Deep understanding of the following technologies:
• Fibre, Satellite, Wireless.
• In-building (Wi-Fi, DAS).
• Remote.
• Software Defined Networks (SDN) Desirable understanding:
• Integration with cloud, SaaS, SASE solutions.
• Multi-tenant environments.
Location and Contract Term: This role can be based in either Canberra or Melbourne. 12 month contract with extension options pending budget and delegate approval
Security Requirements: Applicants must be Australian Citizens. A baseline security clearance or the ability to obtain and maintain is required.
