The FSP requires a highly qualified contractor to perform the services of a Level 3 Life Cycle Cost Lead (LCCL). The Life Cycle Cost Lead will provide Cost Analysis, System Estimation analysis and assurance services including but not limited to:
Skills and Evaluation Criteria:
- Accountable to the Support Director, serve as Life Cycle Cost lead for the FSP;
· Allocate work, resources and tasks; set work area priorities; develop strategies and evaluate business outcomes;
· Supervision of LCC Staff;
· Lead reviewer for contractor LCC Plans developed and updated IAW program schedule;
· Chair the LCC Working group whose tasks include the development of LCC model that aligns with Program Joint Cost Model
- Analyse and evaluate design alternatives and the associated whole of life cycle cost estimates. Provide advice to senior management to support the decision-making process and provide input into the FSP joint cost model and cost capability trade-off studies;
- Develop trade-study reports, leverage cost estimates, and develop recommendations to support decision making, milestone reviews, government approvals and independent cost assessments;
- Attend program reviews of design alternatives and cost data during design and construction and whole of life cycle and provide independent analysis to support program decision making;
- Research and maintain information for use in data analysis and normalisation, to support cost estimation, capability assurance, decision making and program reviews;
- Understand and apply the Government strategic objectives, initiatives within the project when undertaking development or analysis of cost estimates;
- Communicate with FSP Platform and Combat delivery teams, the FSP Commercial Section and wider engineering community with regards to whole of life cycle cost engineering;
- Implement capability level trade-off and decision support policies, processes, methods, tools, training and take the initiative to provide feedback and recommendations;
- Engage with sections and heads within the FSP Platform and Combat delivery teams, FSP Commercial Section and the wider engineering community;
- Support the Support Director and Systems Engineering Director in identifying, scoping and coordinating cost capability and trade-off studies, including costing information, to support program decisions;
- Responsible for the development, implementation, compliance and review of whole of life cycle cost trade-off studies and decision support policies in consultation with the ILS Lead and the Capability Analysis Lead; and
- Accountable to contribute towards self-improvement and professional development.
