Job Description

The Role:
The requirement is for the provision of a project manager to manage all preparatory activities to inform development of a Telecommunications roadmap and Approach to Market (ATM). The project manager will require extensive experience in managing an Approach to Market, an ability to quickly develop an in-depth knowledge of the current Telecommunications contract and a working knowledge of the departments’ complex ICT environment.   The departments’ current Telecommunications contract expires in 2020 with a transition out period of 12 months commencing 1 July 2019. The project manager will be responsible for identifying and resourcing all activities to support either the transition out process or contract extension as an initial body of work. Subsequent to the initial body of work the Project Manager will manage stakeholder engagement, requirements gathering activities and steer the Approach to Market.
Skills and Qualifications:
The services sought from the Project Manager include working directly to the Program Lead and collaboratively with the National Manager Vendor Management Branch. Duties include but are not limited to:
  • Analysis of the current telecommunications contract and development of a roadmap to capture immediate activities required to extend the current contact or invoke the transition out phase
  • Development of a high level roadmap to inform approach to market activities, including identification of relevant industry experts to assist with requirements gathering activities and tender preparation
  • Review of activities and lessons learned from the previous ATM leveraging corporate knowledge, industry experience and understanding of the departments complex environment to optimise requirement gathering activities
  • Development of communications strategy papers and status reporting at the Executive level
  • Overall management of the Telecommunications ATM body of work including resourcing and leading a team in line with best practice tendering
  • Working with internal and external stakeholders to clarify requirements
  • Identify and manage project risks and issues
  • manage deliver and monitor projects that may have an organisation-wide impact;
  • develop, manage and implement project plans and schedules in accordance with the department’s project management framework and consider project interdependencies;
  • collaborate with staff in immediate work are and with internal and external stakeholders;
  • contribute to project design, governance arrangements and operational integration;
  • ensure project deliverables and milestones are met on time and within budget;
  • coordinate strategic planning for longer term project initiatives;
  • manage relationships between business and ICT areas creating avenues for clear communication to ensure project delivery in line with the ICT Project Management Framework;
  • manage a project and contribute to individual and team capability to ensure delivery of business outcomes;
  • manage project Risk Assurance
