Overview:
Our large government client is seeking a Project Manager (NV2) based in Canberra, with knowledge of intelligence disciplines, processes and functions. You will conduct tasks such as the coordination and delivery of specific work packages including any Capability Needs Statements, Business Cases (BC), Project Execution Strategies (PES), coordination and facilitation of workshops, conduct of broad stakeholder engagement, high level scheduling and broad strategy development. In particular, you will conduct extensive and ongoing scoping to prepare projects for Capability Life Cycle processes.
The Contractor will provide project management support underpinned by extensive stakeholder engagement, financial management and project coordination undertaken in partnership with project and sub-program staff. Additional effort will be applied to addressing immediate capability gaps. Subsequent work will include Risk Mitigation and Requirements Setting which may be expected to include BC, Operational Concept Document (OCD), Materiel Acquisition Agreement (MAA), Function and Performance Specifications (FPS), cost estimates, test and evaluation, performance needs analysis, training concepts, logistics concepts and doctrine development.
The scope is broad, which necessitates extensive engagement across all services where Stakeholder engagement and management is a key facet of this project.
Key deliverables:
Supporting the relevant staff officer in the remediation of immediate capability gaps, whilst developing and maturing the document set required to progress the project.
Supporting the staff officer in the engagement to close broader and longer-term capability gaps, whilst socialising and gaining support for project concepts and documentation
Skillset and Experience Requirements:
Location of work: Canberra, ACT
Length of contract: 1 July 2024 – 30 June 2025 extension options available upon business funds availability (2x12 mths).
Security Requirements: Due to the nature of this role, you must be an Australian citizen and hold current NV2 or higher security clearance.

- Planning and scheduling – forward assessment of upcoming activities, workload and workforce requirements. Development of plans to achieve the required tasks to agreed timeframes and standards.
- Research and analysis – inform project activities and support critical review, assessment and communication of information (synthesise, summarise and recommend).
- Records and information management.
- Planning/scoping – confirm documentation deliverables and schedule drafting, consultation and approval.
- Drafting – prepare documentation to agreed timeframes and standards.
- Consultation – initiate and manage document review activities to align the project documentation.
- Approval – finalise project documentation and prepare supporting papers, briefs and presentations to gain endorsement.
Supporting the staff officer in the engagement to close broader and longer-term capability gaps, whilst socialising and gaining support for project concepts and documentation
- Stakeholder engagement planning, coordination, conduct and reporting (working groups, steering groups, Integrated Project and Integrated Project Management Team meetings, workshops, reviews, boards and committees).
- Stakeholder communication (informal and formal) including project documentation, papers, briefs, presentations, regular/routine updates and Capability One reporting.
Skillset and Experience Requirements:
- Project and/or Program Management skills (essential – sponsor and delivery experience will be highly regarded)
- Recognised qualifications in Project and/or Program Management (highly desirable)
- System documentation preparation (essential)
- Stakeholder engagement skills (essential)
