Background
The Corporate and Governance Section operates within the Information Technology Branch and are the primary owners and administrators of all corporate IT responsibilities, including procurement, contract management, resourcing, governance, financial management, and processing/invoice payment.
In order to supplement existing APS staff capabilities, the Department now require non-ongoing resources to assist with operational support. These vacancies are currently approved for a period of six (6) months, with further engagement subject to internal approval and ongoing performance.
Job Description: The Senior IT Procurement Officer is responsible for contributing to the preparation and delivery of all business as usual / strategic IT Procurement activities within the Department. The role requires administration of a central IT Procurement inbox where procurement correspondence and requests are received and actioned, as well as the administration of a secure Office 365-based procurement record and tracking capability. The role takes on a facilitation role from the identification of a business requirement through to successful engagement of a preferred vendor / Specified Personnel. The role also requires ongoing liaison and relationship building with a wide variety of internal and external stakeholders. Reports to the IT Procurement Manager.
Necessary Experience/Qualifications: Experience in conducting and advising on simple and complex strategic IT procurement within the Commonwealth; preparation, administration, and finalisation of procurement approval, request for quote, and work order documentation; ability to make policy determinations based on legislative and best practice artefacts; knowledge and understanding of the Commonwealth Procurement Rules (CPRs), Public Governance, Performance and Accountability Act (PGPA), and connected procurement policies; Cert IV Government (Procurement and Contracting) or Bachelor’s Degree in a relevant discipline is desirable but not required. Although the role is based in the IT Branch for IT-based procurement, there is no requisite IT knowledge required to be successful in the role.
Contract Terms - the successful applicant to be offered roles as non-ongoing APS officers for a period of six months with further engagement subject to internal approval and ongoing performance.
Security Requirements - Applicants must be Australian Citizens to apply. A baseline security clearance is preferred or the ability to obtain.
