The Role:
As the EL1 Change Manager - Partnerships, you will be required to work under broad direction while performing complex stakeholder engagement, event management and partnership management functions in a technical environment. You will work closely with key stakeholders across the Department to ensure awareness and uptake.
You will oversee the development of activities between the Agency and specific priority stakeholders on a range of initiatives.
Your relationships with key stakeholders will be critical in the delivery and achieving the Agency’s strategic priorities. You will exercise sound decision making and judgement while undertaking complex problem solving and issues management. You will also be required to coordinate and undertake detailed or sensitive projects that impact on strategic or operational outcomes for the Agency.
The role will exercise a considerable degree of independence and perform a leadership role working closely with stakeholders across the Agency. You will need to coordinate regular workshops and meetings with stakeholders. On occasion, you will be required to manage staff, oversee budget forecasting and expenditure.

1. Leadership and Accountability
Location and Contract Term: This role is based in ACT, NSW or QLD and Hybrid working arrangements are offered. 12-month contract with 2 x 12-month extension options pending budget and delegate approval.
Security Requirements: Applicants must be Australian Citizens. A Baseline security clearance is required.

- Provide expertise across a broad range of activities potentially relating to the work of different program areas.
- Ensure in-depth knowledge of and compliance with legislative, financial and administrative frameworks, government decision-making processes and Agency guidelines and regulations.
- Accountable for the achievement of own and team outcomes, monitoring progress and following through to ensure the delivery of quality outcomes including managing competing priorities.
- Recommend strategic directions for area of responsibility and consider wider Agency implications when making decisions.
- Consider and effectively manage competing priorities and strategic directions when achieving team planning and project outcomes in line with Agency goals and objectives.
- Ensure quality outputs, including that employees maintain a high level of specialist, professional and consumer-focused expertise.
- Build capability in a team environment through coaching others, providing performance feedback, conflict resolution and encouraging career development.
- Exercise autonomy and initiative in team management and allocation of resources and managing finances to meet objectives.
- Accountable to lead the analysis of stakeholder needs across a complex portfolio of new and existing engagement related initiatives whilst taking responsibility for setting tasks and priorities.
- Undertake work activities with an awareness of their possible impact on strategic, political, or operational outcomes for the Agency/program.
- Attain and maintain an extensive understanding of the role and responsibilities of the Agency, including and understanding of the APS operating environment more broadly.
- Work within established legislative and policy frameworks.
- Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.
- Communicate and make decisions that are based on professional judgement, evaluating risks and in the context of a complex and changing environment.
- Work with a focus on research, analysis, and judgement to manage complex issues.
- Engage and collaborate with key stakeholders (including senior executives) to identify opportunities, achieve outcomes, and facilitate cooperation.
- Promote the Agency’s business objectives through key strategic relationships with range of stakeholders.
- Set up meetings, and manage and support events that will provide opportunities to develop and manage a range of stakeholder relationships.
- Establish and maintain internal and external networks.
- Present the Agency’s position in the context of more complex issues.
- Manage stakeholders through change, resolving conflict and managing sensitivities.
