The Role:
The Cyber Risk Services Branch is seeking an experienced Business Analyst to assist in the delivery of multiple projects within the Department. Some of these projects rely on Identity & Access Management (IAM) functions and require clear and concise Identity Access Management requirements to be established. Delivery of these requirements is critical to facilitate seamless access and authentication to multiple systems based on both traditional and contemporary methods.
Key duties and responsibilities
The Specified Personnel will be responsible for providing the following deliverables including but not limited to:
Skills and Experience Required:
• At least 5 years’ of demonstrated experience working as a Business/Systems Analyst across government agencies or similar large organisations, including relevant formal qualifications and proven experience
• Knowledge of Identity and Access Management (IAM) framework and methods including RBAC and privileged access management
• Knowledge of the concept & use of a single digital identity and whole of government initiatives
• Knowledge of ISM, NIST, PSPF and related cyber security standards
Location and Contract Term: This role is based in ACT with Hybrid working arrangements considered. 12 month contract with 2 x 12-month extension options pending budget and delegate approval.
Security Requirements: Applicants must be Australian Citizens. A Baseline security clearance is required for this role.

Key duties and responsibilities
The Specified Personnel will be responsible for providing the following deliverables including but not limited to:
- Working in a section with multi-disciplinary teams to deliver the requirements;
- Planning and driving scoping, requirements definition and prioritisation activities for large, complex initiatives.
- Creating business requirements through interviews, workshops, surveys, and document analysis;
- Engaging with a diverse range of stakeholders (including those at the management level) to gather input, seek feedback and gain agreement on requirements;
- Working in collaboration with multiple ICT project teams in order to understand client requirements, problem resolution and deliver the business requirements for authentication and access processes for various systems;
- Meeting with decision makers, systems owners, other Business Analysts, technical stakeholders and end users to define business requirements, and system goals;
- Translating communications/stakeholder engagement strategies and technical requirements into specific activities and deliverables relating to authentication and access processes for various systems;
- Identifying the roles of affected stakeholder groups, resolving potential conflicts between differing user requirements and negotiating with stakeholders to manage competing priorities and conflicts;
- Creating models, use cases, process flows, diagrams and requirements specifications, to provide direction and support to projects as required;
- Conducting walkthrough and showcases on the prepared requirements specifications with internal and external stakeholders in order to gain endorsements on the requirements, identifying, validating the requirements;
- Reviewing and analysing the effectiveness and efficiency of existing systems and assisting with developing strategies for improving or further leveraging these systems;
- Undertaking gaps analysis of Identity and access requirements against existing business processes, capabilities and technologies;
- Managing the execution of business process improvements as directed by the supervisor, documenting the business improvements processes;
- Drawing the connection between business requirements, ICT capability and processes;
- Establishing requirements baselines to ensure that the changes to requirements are investigated and managed and the artefacts developed are aligned with the standards, expectations and governance set by section.
